Competitive dialogue for new Köhlbrand bridge

Hamburg is shaping the future of its port infrastructure: with the decision to replace the Köhlbrand bridge, ReGe is accelerating planning and implementation to deliver a modern, efficient connection. The design will be defined through an innovative competitive dialogue now underway.

ONP has been supporting the Hamburg Port Authority (HPA) since June 2019 in various roles in the planning and project management of this megaproject.

1. Overall Planning Coordination KBT (2019–2021)

Overall planning coordination for transport infrastructure, technical equipment, open-space facilities, and civil engineering structures for the Köhlbrand Tunnel, as well as technical consulting on tunnel construction and equipment, and construction logistics.

2. Planning of the Tunnel and Bridge Options (2021–2024)

Building on various studies conducted by the Hamburg Port Authority (HPA), the planning of both crossing options—bored tunnel and bridge—was progressively advanced from 2021 to 2024 under separate general planner contracts up to the permitting stage.
During this phase, ONP assumed technical overall project management of the planning on behalf of the client (for both options, the deconstruction planning of the existing bridge, and the associated specialist planning) as well as technical sub-project management for the planning of the bored tunnel. To achieve this, ONP’s specialists were integrated into the internal project organization of HPA and later the municipal project delivery company (REGE).

The planned route (between the A7 motorway and Finkenwerder Straße in the west, and the streets Roßdamm/Neuhöfer Damm in the east) required, in addition to the main structures for the Köhlbrand crossing, the coordination of object and structural design for numerous additional civil engineering structures such as cut-and-cover tunnels, trough structures, deep excavation pits, retaining and quay walls, and several bridges of up to 1,000 m in length.

3. Planning of the New Köhlbrand Bridge (since 2024)

Based on the planning results of both options, the Hamburg Parliament decided in June 2024 in favor of constructing a new bridge. As part of the continued project, ONP continues to assume technical overall project management of the planning in accordance with the AHO scope of services and continuously supports the client with its expertise in various specialist areas such as BIM organization, construction sequencing, logistics, and scheduling.
